Tail light failure - bosch relay buzzing

I have been working on my MK4 for several years now and finally have the body in for paint.

In my build I have installed the Russ Thompson Turn signal system and have wired with what I think is the most typical using the Bosch and VW relay.

When originally installed, everything worked great. The momentary switched cycled thru and everything worked as it should. About a year after installed, the momentary switch started to fail as it was not cycling thru as it should. The Bosch relay started a buzzing noise when the high beams were on.

I replaced the Bosch relay and the VW relay and everything cycles however I am still getting the buzzing noise from the Bosch relay and my tail lights do not turn on when the low beams are on. The Tail lights do turn on when I press the momentary switch but only with the high beams on and in the flash to pass position. Everything else works, turn signals, brake light, flashers.

I did change the boss relay before I changed the VW relay as the Boss relay was making the buzzing noise. I tested with the new Bosch relay and the old VW relay and the buzzing did not go away. The momentary switch was still hung up. Next I replaced the VW relay and everything cycled but the buzzing continued and the tail lights do not come on when in the high beam position.

Is it possible that when I put in the new Bosch relay without a good VW relay that it cooked the Bosch relay?

Any help would be greatly appreciated.
