The good news, After 3 years I finally fired it up, the bad news is it won't go more than high idle!
The donor is a 2006 Impreza wrx with extensive wire dieting. I shortened the wires from the throttle pedal to the ecu but did not touch the shielded gray wire. A scanner shows that the throttle goes to 100% but the throttle body only goes to 14%. The throttle relay energizes when the key is turned on and then immediately shuts down. I have checked pedal to edu and throttle body to edu wires for continuity but cot for voltage or resistance. Any suggestions are welcome

Congrats on the first startup. That's always a light at the end of a long dark wiring tunnel, ha!

It may just be in limp mode. I think the 06 ecu will be in limp mode when almost any CEL code is on.

Limp mode will limit throttle opening angle, boost, and will set a very low rev limiter. You'll need to resolve any "real" codes and use a tactrix or similar to disable any irrelevant codes for it to run right.

I recently ripped out my 2006 WRX ECU and no longer need my Tactrix cable. It’s yours if you want it, send me a message.

I agree that it may be going into limp mode. One thing that can cause it is no limit to pedal travel. If the pedal goes too far, which mine could before adding a stop, it goes into limp mode.
There's a thread or two on here about it

One thing I have found is that when I turn the key on the throttle control relay powers up and then immediately drops out.
What is it not seeing? Could I ground out B309 pin 3 yr with out hurting the ecu? Should I pull the wire free of the ecu plug? I'm assuming grounding the wire would keep the relay energized. Is it supposed to stay energized?

I FOUND IT!!!!!! Power feed from the throttle control relay to the computer the connection was bad!
