In order to pass NJ Inspection, I have to have a minimum of 2 1/2 " clearance from the bottom of the rim to the bottom of the car. Would anyone have any ideas on how to raise the height by 2"??
I cranked up the coil spring support an I think I obtained 1/2 Inch
Any Ideas would be greatly appreciated.

Larger/taller wheels, longer springs, stiffer springs and air shocks?

Things like this make me glad I live in Michigan...
In reality - who said anything about raising the ride height? Sounds like you need to borrow/buy/steal a set of bigger wheels to me.

That's a great suggestion. Here would be a great Subaru to borrow from:

If you do borrow extra large wheels please take pictures. They sound like they will make for a funny time haha.

Lesson time kids:
First off, longer/stiffer springs won't help since your shock will be at it's limit if the stock springs are wound up all the way, not to mention you'll have no droop and will be lifting wheels every time you turn.
Secondly, (and you might want a calculator for this one,) I'll use my 818 as an example:
Ride height: 5.5"
Front lower sidewall height: 4"
Rim to chassis distance: 1.5"
Thus I would need to move from the donor 15s to 17s.
Not exactly unfathomable considering that's the recommended size...
