33 Hotrod Title in Virginia

Hi all, new to forums and hoping I can benefit from others experience!

Looking to see if anyone has successfully titled a 33 hotrod in Virginia as a “replica. I read a lot on VA DMV site, spoke to folks at DMV HQ in Richmond and VA Dept of Environmental Quality.

Appears that you can register car as a “33 Replica” and not be subject to emissions testing in counties that require it. Anyone successfully do that in a county that requires emissions testing and successfully got exempt? Also, any experience in what is required for safety inspection requirements ( wipers, etc.).

Appreciate any help folks can provide from first hand experience with hotrod!
