No Fuel Pump Power on First Start

I attempted a first start yesterday on my Mark IV build using a 2001 Mustang Cobra donor. I am using the Mustang wire harness as well. I did not re-flash the PATS as most of the emissions stuff is on the new car (single stage CAT however). Attached is the image of my ignition connection. The engine turns over but there is no power to the fuel pump. The PATS is tied up with key inserted as described in the FFR manual and I am using a stock Factory Five ignition switch. Has anyone had similar issues with this configuration? Any help would be much appreciated.

Do you have a fuel inertia shut off switch? If so, perhaps it needs to be reset.

Yes, we reset the inertia switch. There is no power coming to the back of the car to the switch or the pump.
