Title and Tag in Sarasota, Florida

Hi,
I've read other Florida Member's description of their experiences getting title and tag for Factory Fives and have to say Sarasota must be on another planet altogether. Local tax office sent me to the Regional DMV Office where I submitted two copies of four pages of filled out documents and all reciepts and photos and paid a $40 inspection fee. That was on Jan. 27th. Five weeks later a DMV Compliance Coordinator (Nancy) came to my house to look at our Mark III. She couldn't find a VIN on the Ford 5.0L engine block. Now I have to go back to the local tax office to pick up a temporary tag so I can drive to meet the Compliance Coordinator at a local shop to have the Mark III put up on a lift so she can search the bottom of the Ford 5.0L and T5 trans. for VIN numbers. I had never seen such number so had Nancy talk to local Ford parts dept. guy on the phone who told her Ford did not put numbers on the '94-'95 5.0L blocks. Obviously she did not believe him hence the upcoming trip to the local shop. Then on the next day I'm supposed to drive to the Regional DMV Office for their inspection. If all that goes well I should be able to get title and tag at the end of the inspection at the Regional DMV Office. You guys who only had to do a quick in and out at your local tax office should consider yourselves very lucky. All I want to do is be able to drive the thing legally. Is it too much to ask that the process be less painless and less a waste to time?
04/18/2011 UPDATE:
I am now past ten weeks into the TITLE BOUT with the Fla. Dept. of Motor Vehicles. The above mentioned meet with the DMV Compliance Coordinator at the shop with the Mark III on the lift resulted in no VIN found on block. The Compliance Coordinator, Nancy, scheduled a second meet at same shop with two DMV "experts" in tow. I was extreemly unimpressed with the two "experts" and, you guesed it, the "experts" could not find any VIN or identofying numbers on the block. But, they insisted there is supposed to be a number there. No evidence of tampering (removal) of numbers was found. Is it just me or is all this also beginning to seem unreal to you? I decided to go to the source and found a question and answer service on the official Ford web site and I include that below:

Thank you for contacting Ford Motor Company. I have looked into your inquiry and was advised by a Technical Specialist that there is no VIN specific information on a 5.0L engine built for Mustang model years 1994 and 1995.

The engine code information label located on the valve cover contains the following information.
• Engine calibration number.
• Engine build date.
• Engine plant code.
• Engine code.

I forwarded this, above, the OFFICIAL WORD to the DMV and my district's state congressman but the DMV are sticking with their "expert's" story and the con(gress)man was of no help at all. Now I have to go to go to Circuit Court to try to get a judge to order the DMV to issue a Vin for the Mark III. Court cost starts at $300 and goes up from there, plus lawer fee $? If the judge should be having an exceptionally good day and rule in my favor I still have to pass the $40 inspection which will be conducted by the same DMV people I have been expecting to be reasonable and trying to make see sense. What a tonnage load of CRAP! It is time for prayer, Brothers.

    I thought our previous governor made it easier to register these kinds (street rods/kit cars) of cars........

    You are not titling the car propery. They are treating it as a kit car instead of a replica. Call the local tax collector and ask for him or her to assign someone to you who knows what he is doing. The title should read 1965 Replica Cobra.

    I did this last month, the whole process was 15 minutes.

    Yes, the SEMA legislation was signed into law by Gov. Crist. However, it is not specific to my situation. The DMV's hang up is all about being able to trace used parts. With no identifying number on a used part it cannot be traced. Therefore the DMV cannot prove it stolen but cannot prove it isn't stolen either. If they title a car with a part that can't be traced they are essentially putting the state of Fla.'s seal of approval on it. Also you might find this interesting: If the DMV does find a stolen part on a vehicle they will impound that vehicle, remove the stolen part, and return the remaining parts to the owner. I wouldn't be surprised if they charge for the service.

    My sad story began at the local tax office where I first spoke with one of their regular customer service people and she called in the top dog (female) there who insisted that my replica could not be titled there (I went back for a second try days later but got the same response) and she sent me to the Regional DMV Office. I'm told by DMV that there was some change in policy about how all the speciality cars are handled and it went into effect last June ('10). I'm also told that any tax office personell who did the fifteen minuet route (which is all it should take in my opinion) made a mistake and the vehicle owner will be called to take the $40 inspection.
    Truth or fiction, I know not.

    Oh yes, I have only refered to my Mark III as a "1965 roadster replica" in the title application and in any and all correspondence and conversation with the DMV. The thing is, I can call it whatever I want but the Fla. DMV will decide what catagory to put any vehicle into and their decision is how it will be. Arguing with them will not result in any change whatsoever.
