IED's for sure. Two additional devices are being dismantled as I type this. Part of the BPD contingency planning involves shutting down all cell phone traffic after any explosion. The first two might have been detonated by cell which is why the 3rd and 4th devices did not activate.

One of the two confirmed dead was an eight year old girl. The feds are now calling the devices IED's.
