Are tow hooks required for track days? If so were do they have to be mounted?

With the R, the roll would suffice as a tow hook.

They are not usually required for track days. But with a tube frame car with no bumpers, like Wayne said, use the roll bar or make some hooks.

Even though they're not absolutely required by NASA, it is highly encouraged. This is from the 2013 CCR:
11.4.19 Tow Eyes
It is STRONGLY recommended that all vehicles have at least two (2) easily accessible (and usable) tow eyes; one (1) in front and one (1) in back.
15.12 Tow Eyes
It is required that all race vehicles, except open-wheel (formula) cars, have at least two (2) easily accessible (and usable) tow eyes, or tow points; one (1) in front and one (1) in back. They must not protrude dangerously from the car or require manipulation of the bodywork and/or panels to access the tow eyes. If tow eyes or tow points are not available the towing crew will hook onto other things that may cause damage to the driver’s car. The tow crew and NASA will not be held liable for any damage. )

Here's the thing you have to consider...the tow crew is not necessarily interested in preserving your body work. They need to get your car moved as expeditiously as possible. Sometimes they have to drag one end of a car sideways or lift it up. When the rule became mandatory, FFR had to retrofit a tow hook on the Challenge Series Roadster. What they came up with was not pretty, but it was stout.
With the 818, the main concern I see is that, at the front, there's a lot of air space between the frame and the front of the car, just like in the CSR. Nothing structural there to attach anything through the front that would be strong enough.
With a tow strap, it's got to attach at the frame and extend through, what, 18" of body work to protrude through the fascia? That doesn't sound like a good plan. And if you extend it underneath the body work and the tow angle is upward, which it will be, it's pushing on the fascia. Good luck with that.
