Headers VS. NYS

I basically completed my kit's mechanical using the headers into the side pipes - love the sound, BUT, living in New York, does anyone know if I need to replace them with the short headers and cats (even if temporarialy)? Also, if so, does anyone know which part number(s) would I need (I see several possibilities for 302 motors (mind is a 347).

My wife and I got out MK IV this last year in New York and it does not have cats at all on it. just headers into the side pipes. I beleive you only need them if you go with a motor for a year where they were required. Ours is a 351w from 74 i believe.
