I'm ordering parts ahead of my kit, and am looking at these control arms from Spohn performance.

They are for a 4 link set up. I'm wondering if the lower control arm length is the same between the 3 link and 4 link ? As well as the upper control arm.

All straight axle lower arms are the same. You won't use the uppers with a 3 link so I don't know why you mentioned the upper. Rather than the Spohns however I suggest you consider these from Breeze. Mark designed them to be parallel with the chassis rather than splayed. I used them on my Mk3.

On a 3 link, there is still an upper arm, correct ? I could just replace the FF5 supplied heim joints with the cushioned ones in the FF5 supplied upper 3 link arm.

After thinking about it, I get the splayed reference. On a friends coupe, when we installed the axle, I now remember the offset bushings from the Breeze lower arm kit, so they ended up parallel.

I was really just after the "cushioned" heim joint, it seems like they are a better option that the standard ones.
