The legs on my Breeze rollbar are about 1/8” too narrow to fit the mounting studs and I need to pull them apart a bit. Whats the best method to do this? Ratchet strap? floor Jack?

Have you thought about trying a Scissor Jack or Hydraulic Bottle Jack?

If you only need 1/8", you might be able to stand on one rollbar leg and pull up on the other.

I could try the watchet strap. I had a similar issue in my build with loading in the IRS rear gear. Looped the strap on the main frame rail and gave it a tooth at a time. I the trick will be you will have to seat one leg and pull the other. I dont know if this is possible.
You almost need to rent an air / hydraulic porta power to open it up.

I used 2 ratchet straps but I had two telephone poles next to each other. I would use a bottle jack if I didn't have that available to me.

Turn the "U" sideways with one leg under your floor jack then raise the jack inside of it until it contacts the other leg. Give it some pressure until it spreads...repeat as necessary. If you go too far it's a whole lot easier to pull them in using a ratchet strap than it is to spread them. Just so you're prepared---after you weld the rear leg the hoop will probably need to be adjusted again.

I would use a pipe clamp that you can reverse the ends to push or pull these work great for many of those tight things.

Yes as Jeff said, if weld on them it will need to be adjusted again

I found exactly what Jeff said above as well. Spread with the Jack then had to re-adjust with large ratchet straps after welding

This is exactly what I did. It was especially helpful for the meaty 2" bars.

Many good ideas here. I did it with a 2x4 just slightly longer than the gap needed. Put a circle notch on each end so it won't slide out. Place the 2x4 in the gap at an angle and tweek it with a dead blow mallet. When the bar is fitted just tap the 2x4 out. Wasn't too difficult.
