Any of you MA 33 hot rod builders know if windshield wipers are required either for vin assignment and/or state safety inspection ? Trying to determine if at least I can get through the vin # assignment w/o a wiper system. Thanks.

When I took my 33 Speedstar to the Salvage Title Center for the VIN assignment they did not look at the car at all. They reviewed the paperwork I provided, looked up the VIN of the motor I used, then applied the VIN label.
My son's shop does inspections. My car was registered and the title lists the car as a model year 1933. My son said that since not all vehicles had wipers standard in 1933 he would not reject the car for not having them.

Passed the vin # assignment w/o wipers but car is registered as a 2022 ford hot rod, the certificate of origin date from FFR.

That is strange. The CoC from FFR listed my Speedstar as;
Model Year: 1933
Manufacturer: FFRI
Model: Coupe
That exact info was listed on the registration. When I got the title it has the same info but was branded as a replica.

Mark IV, but just went through this last week. Haverhill salvage inspection looked at the car, but it felt like they didn't know what they were looking at. Easy process though. Over three and a half hours at the registry in Danvers Friday because the computer didn't like what they were putting in. Wound up Make Replica, model Cobra, 2025. I have wipers, but only because the general consensus is that you need them in MA.

I did my 33 several years ago and did not have wipers. The registry issued the paperwork as a 1933 Ford because they couldn't enter it into the computer any other way. The Mass State police inspector actually came to my house to inspect the vehicle on his way home one afternoon.

FWIW, I went to the State Police Salvage Title Center in Bridgewater before I received my kit to ask questions about the VIN inspection and safety/emissions inspection after registration.
I was told not to worry about the VIN inspection because it is a Factory Five kit. Just have receipts for the kit, engine, tranny and rear end. When I presented my Speedstar for the VIN they never looked at the car and just reviewed my paperwork.
When I asked about safety/emissions I was told they have nothing to do with that and can't answer any questions. They suggested calling the RMV. So things like wipers are not part of getting the VIN.
