How tight should this bolt be?

No slop. Right at the edge of it holding itself up and falling.

Like it says in the manual:

"Tighten the locknuts on the ends of the pivot shaft so that there is minimal endplay but so the arm can
still rotate easily on the shaft."

FYI those are called metal deformed lock nuts. The outer edge is deformed so you can't spin them on a bolt by hand. Once you wrench them until it gets significantly harder to turn you can set them as above. They will stay there on their own w/ no need for any other locking washers, jam nut's etc.
