I installed the trunk hinges like the manual shows. The problem I'm having is that the whole bolt and bushing are turning together instead of the bushing turning on the bolt. The bolt is turning in the hole in the frame.
Any idea what I have done wrong?

Whenever you have multiple places that can move, the ones with the least friction move first and most. So, you might try a drop of Loctite on the outside of the bushing so it is less likely to spin. Then use a good grease on the hinge bracket and don't clamp the parts too tightly together - you are just trying to prevent rattling, not bolt them together so they don't move.
If that doesn't work, you can do what I did and scrap the whole mess. I used hinges from a Mazda 3, IIRC. Of course, that results in a lot of other work that you might not want to add to the job...

The outside washer looks like it isn’t centered on the shoulder. The washer needs an ID that will allow it to go over the shoulder bolt so it can be tightened down all the way. Hope that makes sense?

Also, I could be wrong but don't believe there should be a washer under the bolt head. Your making the shoulder of the bolt too short.
