Is it normal for the headlight bucket and the adjuster bosses to not perfectly align into the body? And if so, which is better, make new holes for the bosses, or make the bucket hole bigger?

Just open up the hole, for the pin

All the holes are cut undersize and need to be adjusted for best fit. Cut out the template from the manual, center it where you want it, then use a sharpie to mark what you need to trim off.
