I have received my Gen3 Coyote and the control pack. In the control pack there are two sensors in a bag that look like they are the EGT sensors. They look used. Is this normal?

Those are the O2 sensors. The ones for my gen 2 coyote arrived looking the same as yours. They're not used, that's the thread lube that is pre-applied that's all over the inside of the bag. It's not a problem. I was also concerned when I found mine looking like that, and posted this thread:
