need a little hlep , selling my truck to a guy in NY

Hi guy I am selling my 35 truck to a guy in NY and he does not know how he is going to get it through inspection ?

I have it titled in NJ as a 2019 pickup REC.
I have never taken it through inspection and no one has every bothered me about it. Same as my Cobra had it for 17 years and no problem without inspection sticker

That's a great question. He can simply transfer the title and just get it inspected. I suspect he has a punchers chance of it just passing. My cobra never even got the headlights checked. The guy said "cool car" and handed me a sticker.

If that doesn't work however he has to register it as a home built vehicle. He will have to go through a salvage inspection. As long as the vehicle meets the minimum specs for passing NY compliance and nothing in the build was stolen his vehicle would be re registered as a 2024 custom. From that point on inspection is easy because depending on how it was built it likely doesn't need emissions.

If I were him I would shoot for plan A (the likeliest outcome)

What part of NY does he live? Because that matters. NYC and near NYC have different rules. It's the same ruled but some in addition.
