Hi,
I thought I’d share some of the info I got from the Bureau of Automotive Repair (BAR) in CA about getting your SB100 sequence number so you can get your Coupe or Roadster licensed without a Smog requirement.
It’s quite an extensive process. I’ll list out the steps I took.
1. Go to DMV without car. Fill out title registration form (REG 343), Statement of Construction (REG 5036), and Statement of Facts (REG 256). Pay fees. Get operating permits to drive without plates.
2. Return to DMV for vehicles verification (REG 31)
3. Get Brake and Lamp inspection. Pain in the ***. Took 2 hours and $175 dollars. But passed!
4. Get appointment with the CHP for VIN assignment. Took 6 weeks to get appointment for crazy reasons (oh, we closed your local CHP office due to a leaking roof, you have to go to one 40 miles away.). But the officer was super nice. Just gave me the FFR serial number as my VIN.
5. Back to DMV to have them call Sacramento to issue a SB100 sequence number. They then mail you an official certificate 3-4 weeks later. Still waiting on mine.
6. Once you have the Sequence Number certificate, you make a virtual appointment with the BAR. They let me do it without the certificate, but I gather I got a nice ref.
7. Once clear with documents you have an in person inspection with BAR. If you pass:
8. Back to the DMV to finalize and get plates!
Here’s the email I got before my virtual appointment:
Hi,
M. M. here, one of the referees. We have a telephone appointment on Monday the 4th at 8:50AM, to begin the SB100 process. This is a very paperwork intensive process, so I'm emailing today, to give you time to assemble documents and images. I'm attaching a list of normally required documents. You may not need all of these, but do want you to know about all of them. Please reply to this email and attach copies of documents (pdf files are best for this) and some pictures, 1 of the car, one of the VIN number plate, both sides of the PCV system. If you built the car, a pic or 2 of the build is also good.
I'm also attaching some images about your PCV system, as BAR (bureau of automotive repair) is a stickler for the use of a closed PCV system on an SB100 request. I added a sample of a successful SB100 paperwork submission, so you can see what format I need yours in.
Requirements for referee inspection:
• Certificate of Sequence Letter- (mailed to you by DMV)
• VIN verification (REG 31)
• Application for Assigned Vehicle Identification Plate (REG 124) (if applicable)
• DMV Report of Deposit of Fees
• Certificate of Origin
• DMV Application for Title or Registration (REG 343)
• Statement of Construction (REG 5036)
• Statement of Facts (REG 256) (this one is not always necessary)
• Certificate of Title if not a new construction
• Brake certificate of compliance
• Lamp certificate of compliance
• Receipts for all of the major components including chassis, body, engine, trans.
• A value for labor must be entered on the statement of construction
• Pictures of the build are always helpful
• If the vehicle is being certified as a non-emission controlled vehicle, (1965 Cobra), then at a minimum, it will need to have a closed crankcase with a type 4 PCV.
I highlighted the brake and lamp certificates, as this is NOT a smog referee requirement, but DMV may require them from you. I also include a sample image of an SB100 sequence letter, as that is a requirement. DMV often neglects to tell applicants that this document is mailed out from a different office, to your home, and often takes a month or even longer to arrive.
