We have a hydro boost set up to power steering and Brakes. We are going back to Manual steering rack. Is there a way we can by pass the steering rack other than coupling the supply and return ? Like plug the line to the rack from the booster and reroute the return line (it is now a tee from both brakes and steering)

I was looking at a Hydroboost plumbing diagram. The problem I see is that the PS pump is designed to supply high pressure to the rack and then there is a low pressure return from the rack. Without some way to get the pressure reduction that the rack provided, I do not believe you can simply "bypass" the steering rack. Doing so would apply HP to a return designed for LP. So I do not have a good answer for you.
My question to you is why the desire to eliminate the PS rack? After reducing the pressure out of the PS pump, I loved the PS and Hydroboost used in my build. There are a lot of folks here that have gone manual to power and would never go back. I know it is not what you planned to do, but installing a quality PS rack would be easier and then the system would work as designed.

Not sure how your system is setup, but mine has the high pressure line running from the PS pump to the hydroboost. There is then a high pressure outlet line running from the hydroboost to the high pressure inlet on the PS rack. The low pressure return from the hydroboost connects to the low pressure return of the PS rack which then connects back to the PS pump. If you wanted convert to a manual rack, I would remove the PS rack hoses (both high and low pressure lines) and connect the PS pump directly to the hydroboost. You would need to cap off the high pressure outlet on the hydroboost that typically goes to the PS rack. I have never tried this, but that is my best guess. I would not try to bypass things by connecting a high pressure line to a low pressure line. I also agree with Alan C that you might want to consider keeping the PS rack - most see this as a performance upgrade as you can run more caster with PS and handling is improved.

Customer want to use the manual rack he has. My thought was to either connect the two lines on the rack, or plug the pressure line from hydro boost to rack and just use the return from the brake portion (eliminate the Tee)

I am going to guess that the hydroboost unit you have is designed for both PS and PB. The Hydroboost diagram I have for the unit from the 2000ish Mustangs. This Hydroboost is designed with one feed for the PS and one for the PB. Only the returns are connected. I am going to suggest that maybe a hydroboost designed for just PB could be used without issue. Late model Mustangs used electric power steering, but I do not know if using a newer Hydroboost would be compatible with the brake circuit. Maybe a call to someone like Hydratech could give you more insight. As was said, just connecting a HP feed to a LP return does not seem like a good idea unless you can find someone who has done it successfully.
