The issue with 94+ wheels and Fox spindles is well known.
I located a source for 87-93 short dust covers made to fix this issue.

As well as the dust cap some spindle modification was required to shorten it to fit. After some measurement and looking at alternatives I settled on this one:
Drill a new cross hole for the cotter pin about .050" inward.
Cut the spindle back to half way through the original cotter pin hole.
Assemble new dust cap.
Trial fit of my wheel (03 SVT Cobra replica) showed the new dust cap was around .050" proud of where it needed to be.
Adjusted the height of the new dust cap with a 1-1/4 socket and a BFH (5lb)
After several whacks on the new dust cover the center cap clicked into place.
So, $12 plus S&T = $17 for the dust caps
A couple of new cotter pins $2
= less than $20 for the conversion.
Other folks may find part tolerances move things around, so measure first!
