Call your motor vehicle branch and speak to the department tasked with supplying VIN's for vehicle registration to get the details from them on the process you have to follow.

Can't speak for the paperwork specifically in NB but here in Manitoba we have to:
1.Safety inspection- choose someone who has experience with vintage or classic cars as much of the safety equipment listed on the current inspection forms don't apply to 1965 model cars.. You can generally download the form on line and go over it yourself before you take the car for official inspection. The shop who does the inspection will note the year of car, it was better for me to have the car listed as a 1965 Roadster as opposed to current dated, it was an easier sell since mine was a complete kit and not using a Fox body Mustang for parts. Listing it as a 1965 also gave me the option to list it as a "Collector" which gave me a less expensive insurance cost.
For me, even though everything passed it still failed inspection because the car did not have a VIN, this was expected.
2. I had to fill out and send in an application for the issue of a VIN. with details of the car - the failed inspection (due to no VIN on the car) and a picture of all four sides of the car. They send an inspector out to see the car to verify.
3. all being good, it takes about 2 weeks to have the paperwork processed and for them to issue a VIN to me.
4. I have to take the VIN and the failed safety back to the place who did the inspection to get them to sign off the inspection since a VIN was now available.
5. The car is now available to be registered and insured.

I'm currently at step 3. but have had help in the process by others who have been through it. There's probably some differences in each jurisdiction but probably steps 1 & 2 are the same.

I emailed the Department of Motor Vehicle for New Brunswick and this is the process here
1 - They provided a short list of approved engineers that will inspect the car and point out anything that needs addressed
2 - Once the engineer has approved you can go to the motor vehicle branch with that approval along with proof of insurance and they will issue a VIN

I called and spoke to the local engineer and was surpirsed by a few things so I will start another thread on that
