I have the RT turn signal and just removed the black switch and stalk from the tube. When I tried to put it back on, the threads of the set screw stripped completely with little to no effort on the screw. Has anyone else had this problem? If so, any suggested remedies? The black hub will not secure onto the tube without that set screw.

Had the same happen to me. I used a larger tap and re-threaded it. Find your new set screw before you tap it. The smaller hardware (Like Ace Hardware) stores carry tap and set screws. I tapped mine by hand, no machines needed.
NOTE: The housing is a cast pot metal. Make sure you don't let the new drill & tap wobble as you drill & tap. That would cause the hole to be enlarged/loose fitting.

I also added an inner sleeve to the RT mounting tube, to stiffen the set-up.

Isn't that set screw going into a square nut on the inside, or do I remember that wrong? If you screw the set screw completely out, the nut may fall out, and there is nothing for the screw to go in to?

I think its just bottoms on the tube and holds in place.

I concur with Blue Viking, there is a nut plate it screws into that can fall off if the screw is backed out too much.

I think they're called "Speed Nut Flat Type (https://amzn.to/41rcPGQ)" unsure of the exact size though

There was actually what looked like a flat speed nut on the inside but it was not threaded. Just pressed onto the end of the set screw. I had to grind the end of the set screw to get it off. I don't think there is any way to get a nut in that space so I thought about tapping the housing as well as the flat plate inside and run a 1/4 inch screw through both and into the tube to hold it. The housing on the turn signal is very soft pot metal and easily strips.
