Not sure how the message reply function works in this forum instance so apologies if I'm repeating myself.
My Q is: If I cut off a short length of the wiper drive cable, do I need to worry about the 'gear' wire (wrapped around the straight cable) coming unsprung and causing the pitch of the 'gear' to change up-stream of the cut when the cable is shortened? If so, how to secure the wrap from coming unsprung when its cut?

No, it won't change anything or come unsprung. Cut away, leaving a couple inches extra past the wheelbox. Clean up the end from any burrs or whatever. Then leave enough outer tubing for the drive cable to always be covered and pinch the end shut.
