Dip stick installation

Not sure how to install dip stick on 302 engine. The dip stick has 2 rings on the bottom end that goes into the block. It goes in easily up to the first ring. It doesnt look like it will go in any further. Is this correct?

Mine went all the way in (Lokar brand) and was a little loose, so I added a thicker rubber seal and made sure it was bolted down good at the top so it wouldn't move.
