DS and PS Footbox Question

Should the rivets on the outside of both the PS and DS footboxes go through both pieces of aluminum as well as into the black 2' steel tube (my finger pointing at it). Seems like a tight spot for a rivet to fit through all three, but also no where for the rivet to expand between the steel bar and the aluminum. I appreciate any opinions/advice.

I only attached the panels. Anytime I tried drilling into the round frame, I ended up breaking off a drill bit since it was hitting it at a slight angle
