Called today for my bar ref appointment! I got an appointment to talk with ref over the phone in two weeks ( to insure I’m ready for inspection) then if he okay’s with it they’ll assign me a face to face inspection. Building the car is the easy part , I’ll have spen t over three months in the registration process!

Damn! I was about to call them today! Had no idea that you needed an appointment to make an appointment LOL.
I do know that you need to have the physical paper SB100 certificate before they are willing to take you. I hope I got everything else...

I do remember needing an appointment to make an appointment!. I did not have a "real" receipt for my transmission as I bought it on ebay, somehow, the CHP guy let me through. The VIN on my engine block was not visible so he put some paint stripper over the area to read it.
If it's not too far to drive, this place has been doing painless B&L inspections for the Factory Five group for over 15 years:
West Auto Diagnostics of Corona

Many of us have passed without a backup light - if you have it, it must work but otherwise he signs off on it.

Here’s what they say I need , I have everything but the reg 31 , since I had to have a vin assigned by the chp I think the reg 31 shouldn’t apply. 176084

I love NC. A nice young lady came to the house checked my bill of sale took a look at the car "thats really cool" assigned me a VIN & I was off to NCDMV to pay the sales tax 3%, get my title, registration & plates. Pretty painless process.
That was the first & last inspection the car has ever had. Car has no emission control system, wipers, high 3rd brake light or backup light. Annual is pay the property tax, capped as a replica at $500 valuation., pay the plate fee.

Yep a wide variation state to state. I lived in Md and bought my MkI from Va where it had been titled as a 1965 antique. Md was fine w/ that and so was my insurance. Then I bought my MkII from Ga. They force you to title the car as whatever year you build it in. Mine was 2005. OK that worked out since there was a contact in the Md emissions department who could grant a lifetime exception from emission testing. But my insurance went up by about $150/year because it wasn't titled as an antique like the MkI. Then I moved to Va and took the MkII paperwork to the DMV. Lady is typing away at her terminal and bam--up pops a window saying I need an emissions inspection because it is a 2005 and I lived in a suburb of DC and that county required emission inspections. Asked a good friend who lived in another county if I could use his address. Sorry, someone did that 5 years ago and ended up w/ a huge fine. 2 months of back and forth emails and calls to the office in Va capital that does all the non standard car stuff. Worked my way up the org chart to the top guy. My argument was that if I had bought a kit from FFR I would have come in w/ an MSO and gotten it titled as a 65. Gave him a bunch of names of friends who had done exactly that. I suggested that the easiest way around this was a title as a 65 so then all the automated 'can not be changed' stuff in their system would not pop up. I also suggested that they were letting Ga's policy dictate what Va could do which didn't seem correct to me. Finally I got a new title listing the car as a 1965. I sure was glad that my Md tags had another 6 months to go when we moved to Va.

I had a REG 124 from the CHP and not a REG 31. The 124 you got from the CHP inspection is good.
