to those in CA tell us just what are the regulations, on building one of these cars as to what engine or engine mods are allowed to get road legal?

It’s relatively easy , you registered it as a special built, with a SB100 ( state bill 100 ) which makes it exempt from smog regulations, you only have to meet the 1965 requirement of a pcv loop system . And you never have to smog it again , the state only allows 500 SB100 a year . The difficult part is that nothing is consistent, from one CHP office or smog ref to the dmv . So we have a lot of wasted time and numerous trips to all the players , ie dmv , chp , brake and lamp inspection.

Totally realized looking at your photos that I never factored in windshield wipers for CA inspection (I’m about 2 months from starting the SB100 process). Did you have to show that they worked during inspection?

I don’t know if he tested them or not , the CHP officer had me drive the car around back to the inspection bay then walked me back to the front office , he had the car in back for about an hour .
Just as a note, I don't have windshield wipers, and no one mentioned it or questioned it in all the inspections. The CHP didn't even have me drive the car around the back. He inspected it in the front parking lot and brought the paperwork back out to me.

Wipers not required. Smog ref all you need is the correct pcv hose from valve cover breather to air cleaner and another pcv hose from pcv valve to carb.
