Mark III Steering Shaft Question

Per page 62 in the Mark III build manual. are instructions to mount the upper steering shaft from the pillow box to the foot box. As the shaft passes thru pillow block and footbox there are bearing flanges that are tapped for 1/4-28 set screws, As I recall installing the shaft thru the flange bearing required much effort. I cannot find any 1/4-28 set screws included with the parts. Are they necessary? Thanks.
