This question is to the the members that are from Texas and have either built a Shelby Roadster or purchased one.
For the annual state inspection does Texas require windshield wipers and catalytic converters?

definitely not catalytic converter.
wipers may or may not be required, but I don't have any and I passed. Wasn't even a question (during titling or any subsequent inspections)

Wipers are on the list.

YMMV as rarely have I seen a station check every item on the list, notably #18. Most of them trust the VIN on the insurance card instead of actually checking the vehicle.

I purchased mine from Florida last summer via a classic car dealer in a county in Texas that does not require emissions. They had the car titled and registered for me as a 2006 ASVE. The problem with that is I live in Denton County which does require emissions testing for 2006. What I just did was have the custom vehicle inspection done. For that I rigged up a single powered windshield wiper mounted on top of the windshield that plugs into the cigarette lighter for power. Passed my one and done inspection with no issues and never need to worry about it again. Not sure if the ASE Certified Master Mechanic ever even looked at my car but every box was checked including windshield.

No wipers on my FFR -- never have had any, and have never had an issue.

Here is the law in Texas, regarding windshield wipers, from Transportation code/Title 7/Subtitle C/Chapter 547.
Sec. 547.603
Windshield Wipers Required
A motor vehicle shall be equipped with a device that is operated or controlled by the operator of the vehicle and that cleans moisture from the windshield. The device shall be maintained in good working condition.
Whether it is enforced or not is the question. Without them you have given any officer in the state of Texas a reason to pull you over.
