Headlight Switch High/Low Beam?

There must be something obvious I'm missing here. On the RF instructions it shows the headlight switch (the thing that pulls and turns) has controls for high/low beam. I thought we needed a separate switch for high-low beams? Here's the picture I'm talking about:

There's a connection that says "high/low-beam switch". What does that one do exactly?

Terminal #6 feeds power to the ON/ON toggle which is actually what switches between high and low beams.
