Now no rubber bumpers installed, its still high on one side. I have trimmed the hood and installed the latches per the manual, but still high. Like its not formed right ? any suggestions ?

If you press down on it, does it go down and fit correctly? If so, turn it upside down on a couple saw horses and weight it down in the middle. Leave it sit over night. This should help it contour to the right shape.

Check to make sure the gas strut on that side is not at full compression and causing your problem. Happens all the time.

No struts using the Breeze hood hinge, which is proving to be very annoying! Any way, I removed the screws holding the body to the 3/4 in rails and that helped immensly. but I am not happy doing that. I want to raise the nose a bit but the front mount bolts are preventing this, let you know how I make out.

I assume you have the stick-on foam along the top of the 3/4 tubes? That might help a little. But it's not unusual to have to add some type of spacer to lift the body a little in that area. I've seen mention of shims made from wood, plastic, aluminum, etc. Lot's of discussion about whether the perimeter screws are needed or not. I didn't put any in mine. Nearly 400 miles now and not a squeak or rattle anywhere. Just rock solid. I'm leaving them out for now.

Most have this issue. As stated above, place a shim or two between the body and frame. It's unique to the passenger side hood opening.
