Has anyone had the issue that the upper steering shaft won't fit through the upper steering bearing? I have a complete kit w/ manual steering. The middle steering shaft fits perfectly though the lower bearing, but I can't get the upper shaft more than a 1/4 inch into the upper bearing? I have opened the set screws so they are not interfering.
Any guidance welcome.

It's a pretty close-tolerance fit but shouldn't take any force. Try cleaning the shaft up with a scotchbrite pad or some really fine emery cloth.

also take a fine file and lightly clean up the end where it was cut to remove any sharp edges.

JohnK - You were right I got some abrasive pads and polished the heck out of the upper shaft and it eventually slid in to place.
thanks a ton. Moving on.
