IRS upper arm

Hi guys,
the manual says to bolt in the upper arm with two equal spacers. OK. What are the brackets on the spindle side of the arm for and do they go up or down..?

The brackets are for a horizontal shock to prevent wheel hop. I cut them off. If you're going to use the shocks, the tabs go up.
