My car was originally titled in Maine - had visits from State Troopers that went over everything - every part that had a serial was written on a log sheet!! I had copies of the donor car registration - it was a side hit 1990 GT and all the key numbers matched. After a week they certified that all was good and came back to install a riveted on plate with a valid MAINE VIN. Or at least in Maine back in 1998.
This was all new to the Maine DMV but we got through the process, and I was on the road in a few months to Texas for an event there.
Then the move to North Carolina... humm... Local DMV noted that is not a proper VIN (the world had changed and those long VIN's had become standard) ... my VIN is only 5 characters plus numbers long. The local North Carolina DMV referred the issue to Raleigh, NC offices. They sent a State Trooper to inspect the car. He in turn - a really nice guy - sent a letter and message to the Raleigh, NC offices that the VIN was valid and to use it! There was no issue with the car.

Then the move to TX... Texas really didn't care as long as I had a title from NC AND was prepared to pay the registration fee. They even gave me Classic Auto plates!

The move to PA and the same process as Texas. You have a title from Texas we'll transfer it and here is your PA title.

A move back to Texas - it was like they were waiting for me to return to Texas! :) Pay the fees and here are your Texas Classic Auto plates again!
Now comes NY State... they want me to go through the entire process of a newly built car. Spoke with the Technical Analysis and I now have a packet of stuff to fill out for the car - safety issues, DOT lighting, etc... humm like the car has gone through countless safety inspections for track events, various state motor vehicle inspections but NY State wants their own certify inspection PLUS the VIN verification and a possible completely redo of VIN numbering. Sigh... Even though I have had the vehicle titled since 1998 with a copy of every title it has had, with valid inspections from multi states. (I have a large paper file of this car's life!) We'll see where all this goes. Explained all this to the Technical Analysis but the packet is on the way to me.
I kind of like the short VIN number - it's unique :). My insurance company has gotten used to it after the first time. It helps that I have stayed with the same insurance company since 1976. They have gotten use to me moving around the country!
