In my (PDF) manual, the emergency brake mounts to the frame like so (note the circled area):

My mount isn’t clearanced the same way, so it interferes with the ratchet:

Do I need to cut the bracket that’s welded to the frame, or does the brake get mounted differently than the manual shows?

I may be mis-understanding your question but it does appear you have the necessary slot (in your second photo there is a slot just to the left of the bracket inside the red circle you added). This slot is what the bracket is supposed to be inserted into. If I remember correctly, I located that first and then played around with the brackets to get everything to fit properly - it was a tight fit.
There is a chance that slot is in the wrong place but it looks right to me (from a very cursory first view).

I think the slot is in the right place, but not the right shape. In the photo from the manual, the diagonal front part of the opening appears to be cut out, with some bright metal showing. In my car, the diagonal continues toward the trans tunnel side, blocking the ratchet from moving forward enough to mount. I’ve added green markup to the pictures roughly outlining the slot shape:

I'd recommend waiting until you have the aluminum panels installed on the transmission tunnel before trying to mount the e-brake handle. You'll find it takes a very specific angle to clear the panels. Which sometimes means juggling the mounting brackets or even adjusting the length of the mounting slots. Whatever you come up with now may/may not be right once the panels are on.

Ah, I see! The notch under the ratchet teeth fits around part of the frame bracket, and it all works. The parts are right, the pic in the manual wrong. Thanks muchly!
I thought that's where you were getting hung up but it's tough to tell when you're not hands on. Glad the picture helped.
