Anyone know of a good body and paint guy in Utah? Still a bit away for me, but thought I'd get the ball rolling.

Jeff Miller in Temecula CA is an option. A damn good one too.

Thought I'd bump this up again now that I am about a month away. Found just local painters, but none really with FFR experience.
Got a few local quotes that are $15-20K. I was expecting closer to $10.
I think your going to have to go east or west... if you decide to head west look up Ken Pike, he has painted over 1000 cobras and does great work. It is about a 10 hour tow from Utah, his price range is in the ball park of your budget. He also knows these cars inside and out which is a huge help when painting and re-assembling.

I have touched basis with a couple hot rod shops here in Oregon, they were way above my original estimate as well at 20K+ range to start. Waiting on a third before I sit down with them and see what the expectations are. I do not want a award winning show car, a driver for me and have contemplated painting myself. That may not be the best option, but there is satisfaction in doing it "yourself".
