What sealant would you recommend for the bolts going into the block for a water pump? Will thread locker work? Silicone? Other?

I used ARP's teflon thread sealant

I used a Permatex branded product in my engine build....I can't comment to it's efficacy as I haven't run-up the engine up yet, but very soon!

narley1 is right, Permatex #2 non hardening is perfect for threads. Good assembly lube and discourages corrosion. Fastener loosening is not a water pump issue if the torque is right.

BTW did you make your own gasket?

I use Permatex Ultra Black only because I have lot's of it around. Made for oily applications but it's never let me down sealing fastener threads into water jackets. Also easy to remove when the time comes. But I'll be the first to admit there is bound to be better choices, I just never had a reason to explore beyond the silicone products as they always worked for me and are easy to remove.

This. Love this stuff and use it wherever there’s water.
