What's this counter-sunk washer thingy?

While re-inventorying my roadster parts I came across an unlabeled bag with two of these counter-sunk washer looking thingies. Anyone one know what they are and what part of the roadster it's for?

Thank you! I was JUST looking for that piece! I thought the spacer I was looking for would look like the other spacers which were just steel tubes cut down to length.
