I have a Mk4 roaster in Viking Blue color, no stripes. I am considering adding a nose stripe and some meatballs — is this something that can be purchased as an add-on kit?

Most everyone has it painted when the car is done. You can buy a stripe kit online or Auto parts store that will work. Most OEM cars used the vinyl sticker stripes. at 10 feet no one will notice the difference.

but is there a 289 specific stripe kit, or "just buy a meatball and a stripe" thing? I tried googling but couldn't see anything 289 specific (with nice cut outs for the meatballs)

If you wanted to do vinyl, I would go to a sign store and have them cut the meatball size and numbers in it that I wanted.
I doubt there is a specific kit just because of the low volume of sales for it!?

Also, any kit can be modified to your liking.

I purchased a 150 foot roll of 7 inch wide vinyl stripe from https://pinstripesupply.com/pinstripes-by-size Their product is made by Orafol. It cost $55 for the roll. I found it very difficult to install, with lots of creases and bubbles, but I also suspect I was doing it wrong. I fault my application, not the product. with 150 feet, there is plenty left over for 2nd and 3rd tries. You could even pinstripe your house if you want. It is available in lots of colors. I chose white.

I purchased a kit and IT customized it. While I don’t have much experience with vinyl details, I was very happy with these. One of the things that bugged me about vinyl decals is that the white meatballs bleed the red through and that just doesn’t look good at all. These decals are a little thicker and they have all held up all the way to 120+ mph.
