I seemed to have misplaced the fuel strap block off plate. Is it needed?

Only if you don't want water to splash into your lower trunk.
Fortunately, that part is easily fabricated from some scrap aluminum. Don't worry about exactly duplicating the size; just cover the hole. You'll need some slots in the patch for the strap mounting bracket.
