Rack Extender?

Is this a rack extender? And, if so, how is it removed? It is round with no wrench flats, so I'm not sure the best way to go about removing it.

It appears to be a travel limiting spacer. It keeps the rack from going too far left or right.

The white piece limits travel. It should have an open slot not visible in the pic. The black piece also appears to be a travel limiter, perhaps homemade? Does it have a slit not visible in the pic, covered with grease maybe?

My ex wife got a rack extender after we split. Didn't look like that! hmm, like yours better. Maybe that could have been the issue... hmmm
