So PennDot is taking a long time to get the car registered (5 weeks now). I was wondering what might happen if I take a wrong turn, for example, while testing the car in our development and end up on a public road? And do a couple miles here in back roads, through the horse country? I see that Penndot has a violation for driving with expired registration or with someone else’s license plate, but nothing obvious about a sense of registration per week ;)

Here in Northern VA Officer Friendly would impound your car.
That said I may have heard of a guy who racked up more than several miles in go-kart on a half mile no-outlet neighborhood road while never exceeding 30 mph, but my memory is kind of foggy. 😉

My biggest concern wouldn't be what would the cops or county prosecutor do, but what would happen if someone got hurt. Very likely your insurance wouldn't cover it - if you even are able to get insurance on it. That would likely include any umbrella policy you have, so if it were me, I would be more worried about what sort of self-insured liability I was taking on by going for such a cruise.

Insurance is the big thing, that will hit your pocket book.
Other violations you can usually deal with with a couple hundred bucks.
Who pulls you over and your previous driving record makes a big difference.

I have the insurance, it was a requirement for registration submission. Which rubs me in all the wrong ways!

Insurance might have a loophole if vehicle is operated without valid registration. Just saying. Also depending on the officer the vehicle can be towed and impounded.(Don't ask)

In the state of Louisiana you cannot get insurance without the car being inspected and the VIN being assigned...That means I am 100% on the hook if I have an accident which means my house, my possessions, savings, salary and even my 401-K are at stake.
While I have done quite a few less than legal test miles, I limit them to early Saturday and Sunday morning runs to reduce my chance of a mishap...Yes, I been pulled over several times, but the Deputies and Troopers were super cool and didn't give me any grief for not being legal.
Just understand that in my Parish (Louisiana's Version of County) Blue Lives Matter with 99.99% of them being fantastic folks.

Just for the fun of it.......
Technically, you may have registration, just not proof of registration.
I have run into this with tags, the tags are paid for just not in hand, waiting on DMV.

I was fortunate to get insurance and my VIN before the inspection. I printed out " tag applied for" and the date with the VIN on some white heavy paper for a tag and drove pretty regular. I met several LEO head on and one was behind me in the drive in, getting food. No issues.

Before it was cancelled because of the BLM protests, the Live PD TV series, was a great example of how very little happens to drivers with, no drivers license, no insurance, and often, no valid registration. Numerous times they were sent on their way with just a warning, or if lacking a drivers license, told to have a friend with a valid license drive their car home. Perhaps because it is so common in the US, it's not considered a big deal, where here, it's damn near a hanging offense.:(

Some states (like Arizona) have an on line application for a temporary permit. Ours is three days. It cost next to nothing and you can apply again and again. They can also be used when transiting a state without a license plate on a car. I used this 3 times, at go-cart, body on shake down, to take to DMV for registration (which was a joke).

That’s an interesting idea. But PA doesn’t have an online service for temp tags, and one would assume autotag office that was submitting my documents would suggest something like this for me to be able to drive. I can’t go to dmv now since all I have is CC of my title application. But I’ll give a call to autotag office tomorrow and see what they say.

I have about 1/8 of a mile in-between my subdivision entrances. I can't say that I haven't gone out there for a brief moment just to run through a couple of gears...:)
