ECU fuel pump wire question

Wiring has always been my challenge and I am struggling to understand the FFR instructions for wiring the ECU green fuel pump wire to the tan wire on the relay. Do they mean cut the jumper, and then splice the greenwire into the tan chassis wire leaving that tan wire connected, or connect it to the small jumper wire, or cut the chassis tan wire and connect the green ecu wire to it. The latter would seem to bypass the relay then.

Thanks Railroad, so you wired it as laid out in the picture and it worked?

No, I followed the manual and the pump runs all the time, key on. I wired a toggle switch into the inertia switch as pump kill switch. It did not work, so my inertial switch is not playing.
I have not changed it as shown the attached pic.
