Pre OBDII Donor build in MA (94GT)

Guys - I am tearing down my donor (1994 GT) at the moment and something occured to me that this would not need a emissions inspection yearly so why would I need to keep all the emission stuff off of this car? Can anyone lend information as to what is needed with a older donor in MA when the car wouldnt need a emissions check before the transformation? Maybe this is a call to some goverment department? I have a OBD connector but beleive it is a OBD1.

In MA you need to have all the emissions equipment that came with the car originally. (within reason)
There is a visual inspection of all the equipment when you go to the MAC center. Its a one time check.
