I will soon have to deal with getting the car titled in CA under SB100 which allows these cars to be non smog control compliant. I will only need a PCV valve. But I have webers. Has anyone had to deal with this in CA and how did you do it. Or am I Screwed?

And I don’t have wipers. Will that be a problem?

You don’t need wipers.

My friend has a Superformance with a Rousch 427 with 8-stack EFI. They run it through the BAR inspection with a temporary air filter with a PCV set up. After they get the smog certificate they swap out to the individual air horns and deliver the car.

Would you happen to have a picture I can use for reference?

Bill,
Search the other forum for Mike Casey's (username "QSL") roadster build thread. He used Webers and had to cheese up a temporary PCV and air filter setup to make the smog referee happy. I remember that he had posted photos---much like what acmikee said, it wasn't pretty but satisfied them.

Please see the CA VC sections below:

26706. (a) Every motor vehicle, except motorcycles, equipped with a
windshield shall also be equipped with a self-operating windshield
wiper.
(b) Every new motor vehicle first registered after December 31,
1949, except motorcycles, shall be equipped with two such windshield
wipers, one mounted on the right half and one on the left half of the
windshield, except that any motor vehicle may be equipped with a
single wiper so long as it meets the wiped area requirements in
Federal Motor Vehicle Safety Standards Governing Windshield Wiping
and Washing Systems.
(c) This section does not apply to snow removal equipment equipped
with adequate manually operated windshield wipers.

26707. Windshield wipers required by this code shall be maintained
in good operating condition and shall provide clear vision through
the windshield for the driver. Wipers shall be operated under
conditions of fog, snow, or rain and shall be capable of effectively
clearing the windshield under all ordinary storm or load conditions
while the vehicle is in operation.

In California, wipers are required by law but they are not on the checklist of the BAR referee, or at least they weren't in the past. Strange but not surprising loophole in our favor. Don't ask, don't tell.

Many have failed and went back with a temporary clip-on wiper normally made for a motorboat.

Everyone's inspection is different, even though it really shouldn't be. For mine, the CA blue tag was put on the sheet metal footbox, even thought it's supposed to be on the frame. I had wipers, but the wipers themselves weren't on the car. I did not have a backup light.

In any case, unless something has changed recently, the BAR sticker that goes on your firewall is famous for the ink wearing off. Just one wipe of acetone or mild cleaner and it comes right off so you should cover it. You can get clear tape at the UPS Store that will allow for barcode scanning.

2Fast, I just went through this process in northern CA, environmentalist heaven, and got through. I think you are not screwed. The referee at the CARB station that I encountered was located at the local community college and the guy was pretty knowledgeable. They say "PCV valve" but what they really mean in PCV closed crankcase system. In my case this was a PCV valve in the valve cover connected to manifold vacuum. My guy even went as far to ensure it was full and not ported vacuum. The second part of this system is a hose from an engine breather source, in my case the oil filler cap in the opposite valve cover to the clean side of the air cleaner. Yes, you will have to fab up some sort of temporary air cleaner for this. I've seen your skills and so will be very easy for you to do. One note, the referee in my case even checked the hoses that I used to make sure they were correct as well as the rubber grommets for the PCV valve and breather. I am away from my garage at the moment so I don't have the hose designation but they had to be both fuel resistant and able to withstand a certain level of vacuum. This was my recent experience--about four weeks ago.

By the way, the issues I had with the registration process had little to do with CARB, the BAR, or the highway patrol. The DMV in make case was the challenge and bottleneck. Their lack of experience and knowledge added several weeks to my process. Joel
