I have the FFR-supplied Thunderbird disc brakes for the 2015 IRS.

I tried to test my parking brake last night and when holding down the e-brake actuator arm on both calipers I can still turn the rotor pretty easily. Not good. I have already actuated the parking brake on both sides at least 30 times to try to get the calipers adjusted, and I was pretty careful to make sure the pads lined up with the notches on the piston face. Is there another way to adjust the calipers to get the parking brake to engage? Do I just need to keep engaging and disengaging and it will eventually go into adjustment? I have not filled and bled the brakes yet. Should I bleed the rear brakes and see if things work then?

They wont work until the brakes are bled.

Yep, as Mike said, bled your system first. I found it easiest to apply the brakes, then set the parking brakes, release everything and repeat.
