Does anybody know the best method to balance these tires ?

Static balance with stick on weight. Be careful with placement so they don't hit the calipers.

Billboards, because of their soft sidewalls, tend to flex a lot at speed (picture dragster tires at launch, only not near as bad). Best way to balance a tire with those characteristics is to set it on a bubble and go for the best you can get. If you feel adventurous, have them "Road-Force" balanced to verify your bubble weight placement. This has always worked for people that I know that race with Billboards . . .

Never dealt with Billboards but what Doc describes certainly does apply to bias ply wrinkle wall drag slicks. I have to bubble balance mine and it works just fine. My DOT radial drag slicks can be balanced like your car if I could find a machine more than 16" wide so I end up bubble balancing them as well on my cheap bubble machine with stick on weights from HF.
