When discussing toe measurements, are we talking measured at the tire tread or wheel rim?

At the front/rear of the tires. There are several ways to measure. I've found toe plates give me the most repeatable results. Happen to have this brand (there are others) and their diagram illustrates how it's measured. https://www.heidts.com/inst/in-115.pdf

Ditto. The plates work well for getting it right. Using on my race car as well.

I like this type of tool for toe. Mine is home made and measures to the outside of the tire. Assuming toe out, measure the rear and set it. Go to the front and whatever gap there is to the tire is your toein.
