Webby Build Question - UCAs

I can’t get the UCAs to drop under their own weight like the LCAs. The pivot nuts are loose. I’ve taken the offset pivot brackets off and verified shaft and bushings are well greased. Using moly grease per SPCs recommendation. I’ve moved the UCAs back and forth multiple times trying to loosen. Both UCAs move but are tight. When I put the greased pivot bracket back on the shaft it goes on nicely until the last 1/2 inch where it gets tight.

Any ideas or suggestions? Or is it normal for the UCAs not dropping under their own weight and loosen up over time?
