Anyone know who built Roadster 5813?

I have a friend that is looking to purchase 5813 in Idaho. I believe the car was originally built in Tennessee. Anyone know who the original owner/builder of the car was? I would like to ask a few questions. The car is silver with white stripes and 3 link rear end.

Another clue - the original owner’s name was Paul and he was a Doctor in TN.

Anyone know how to get in touch with him or who built the car?
